When comparing compatibility, usually people compare things of the same category. Eg, is a dragon compatible with a boar? However, people don’t compare the Year of the Animal with the month of a year. Do you understand what I’m saying?
There are 12 animals in Chinese calendar, starting from the first of the series: rat (mouse), ox (cow), tiger, hare (rabbit), dragon, snake, horse, sheep (goat), monkey, rooster, dog, and pig (boar).

Year 1958 on Nov 10 is Rooster.
Year 1959 on Jan 20 can be either Rooster or Pig. It is probably Rooster, too!
Usually Chinese New Year falls in February. Occasionally in late January. So depending on the “actual date” of Chinese New Year in year 1959, Jan 20 can be before Chinese New Year (year of rooster) or after Chinese New Year (year of pig).
